I'll share what worked for me with a scar that formed under my chin when I felt down the back steps at my old house.
Well after it had completely healed and a keloid (raised, smooth scar tissue) about half an inch long had formed, I used to gently pinch it between my fingers and sort of roll the whole length of it back and forth. At first it was thick and resistant and it hurt a bit to do it, but I continued. I figured I might be able to break it down this way, so I did it every day. After a couple of months, I couldn't feel it any longer. Today, there's no trace of it.
So I would try this first, but only when you're completely healed. Go slowly and be gentle. Rushing and doing marathons won't help, and you'll only irritate your skin. It takes time, but it's free and there are no side effects AFAIK. Note that this broke down the raised scar tissue. I have no idea whether it would work with other kinds of scars, for example, fade a flat but livid scar.
