I’ve been to Phoenix a few times, and I really liked the Hilton Garden Inn. It’s comfortable, and the staff was super helpful. I also had a good experience at the Drury Inn—nice breakfast and clean rooms.

Well dogs are better than a lot of people.  In Arizona a hotel has to take a service dog. Hilton does allow dogs.

Just my opinion but I would stay away from downtown or airport hotels and go to the north valley/Scottsdale etc.
