not sure if these are quirky enough but HBO series called Somebody Somewhere, is good-2 seasons.

I'm not sure quirky is the word to describe but the first I thought of was Edward Scissorhands.

Another one I love is "Strictly Ballroom" - an Australian film.  Great movie.

The King of Comedy.  
 

Martin Scorsese directs Robert DeNiro, Jerry Lewis, Sandra Bernhardt.       As quirky as the mix of actors!

 

Where's Poppa?     George's Segal, Ruth Gordon 

 

Segal has eccentric ( we now say early dementia) mother who inters with  his impressing new girlfriend.
