HSN's webbie does this. If someone posts a thread about fashion in their beauty forum, they move it to fashion. The number of O/T threads has increased lately. For example, if you look at QVC's beauty forum, you'll find threads about. . .
1) buying a car at Costco
2) how to change the time on a ceramic watch
3) gas shortages at the gas stations
4) laundry detergent
5) doctors who don't return their patient's calls
6) a babysitter who killed children
I'm not saying that these threads don't belong in the community--would just rather see them posted in their appropriate forums to minimize distractions. (These obviously aren't beauty topics.) Some threads might actually get more comments if they were posted in a different location. There's no point in organizing the forum into different categories if anyone can post anything anywhere.
