When you want to "quote" a particular post, hit the reply button on that post. When the box comes up at the top right, it says "Quote" hit that and it will quote the post.

Are you sure?  When you hit "reply" you should see the word "QUOTE" in the upper right corner (above the box).  Click on that and it copies the post you're replying to - like it did for me here!
