Create Shopping Cart for Shipping Charges

If the items come from the same warehouse, why not create a shopping cart per day for purchases. There is no reason why a small watch should cost as much as something 5 times its weight. If we could put it together as most online retailers do, it would save the consumer big bucks over time. I can remember one network doing this long ago. Not sure which one.
