In the county where I live & surrounding counties, there are only warehouse & factory outlet Skecher stores. No retail-regular Skecher stores.
The one in Philly that I know of is a factory outlet. I assume Skecher's either own or rent out the stores.

There still are Skechers stores in New York and Los Angeles. It's all about zip code status.

The Skechers outlets here still have "buy one pair, get the 2nd half off". My husband and I are both Skechers fans, so we go to the store together and one of us gets our pair half off. I agree, the prices otherwise are nothing to write home about. But... I do appreciate being able to try on the shoes before buying. That's the only way that works for my finicky feet.
There's a DSW in the same shopping center and their prices can be as good or better, but they have a much, much smaller selection. The Skechers outlet is huge.
Oops, I forgot to say that they do accept rewards certificates.
