Hmmm.....Definitely a scam. Louis V handbags are never sold for a 'fraction"" of their price- I own two; one I bought 2nd hand and the other was purchased in Paris (design not sold in the US).

Louisvuitton.com is the only website that sells new, genuine Louis Vuitton handbags. Any other websites with similar names claiming they sell the same are most likely knockoffs. There are never any discounts or sales on new, genuine LV handbags. On the contrary, the prices for these handbags increase year after year.
As previously mentioned here, there are websites that buy and sell genuine "pre-loved" a/k/a previously owned LV handbags. A few worth noting are Yoogi's Closet, Fashionphile, Couture USA and Handbag Consignment Shop. I have personally done business with both Yoogi's Closet and Couture USA and were very satisfied with their services.
Of course, there is also eBay. Although many of the "pre-loved" designer handbags listed are genuine, you still need to be careful as sometimes knockoffs can appear there. Caveat emptor (let the buyer beware) I say. However, eBay as well as other sites also provide information on spotting a fake designer handbag.
Lastly, as someone who works in Risk Management, I cannot emphasize enough about not buying designer knockoff handbags. As real looking as they can be, they are made in sweatshops (mostly in Southern China) sometimes even using child labor. And proceeds from the sales of these knockoffs benefit criminal activities. A lose-lose situation, IMO.
