I have two Cats that always have been and always will be, indoor only. They are indeed safer from many dangers, not the least of which is the Human animal, who, supposedly, has the ability to make reasoned and compassionate choices that would place the well being of an animal, above their Marigolds; obviously, not always the case.
The successful implementaion of a leash law for Cat's, probably is right up there with the sucessful implementaion of a law requiring dog's to use a litter box
As for being a law breaker, I laugh out loud at the picture of it, for reasons that would bore you, I'm sure.
However, do you remember this country came into existence, because of the law breakers that were our founding father's. AND, I doubt if any of them had their Cat on a leash
