Ankle boots are great for people who live in warmer climates but still want to wear boots like their Northern sister's do.  A knee high boot is too hot many days.  I never figured out how cowboys in  the old West could stand wearing their boots in hot weather.

I'm a northern sister and even I find high boots to be hot most of the time.

I like boots, but not those that leave the ankle exposed. For me boots need to cover the entire foot and ankles...that is the definition of a boot. I don't wear 'boots' without shafts.

I live in Florida and covering the ankle is as tall as I want my boots go. But I think lower than ankle “booties” are not really boots; they are shoes.
