What the heck is 'baking' cocoa?

I want to make a frozen chocolate pie which I found here on the recipe thread. But it isn't baked so is Hershey's cocoa what they mean by baking cocoa? Not chocolate but cocoa is what the recipe calls for. I'm a little confused. I can't see the cocoa dissolving if it isn't cooked.
