Not a recipe, but in the 'ballpark'.

I tried it; it works. Melissa D'Arabian mentioned that she uses lots of the green part of green onions, but not always the white part. She puts the white part (with the roots) in water and more green grows. It takes only a week or so to have new long green shoots.

So, if you want to give it a try, it's fun. I don't think I'd depend upon it is a primary source, but certainly it's a good way to use up the white bits if you don't chop them up, as I usually do.
