I sometimes wonder if the vendor has some say in this. I see some vendors regularly offer free s/h, like Beekman, Tweak'd, Korres, Nakery, Lessman (and, of course, food). I've always felt that, since the TSV prices aren't THAT much of a discount, that they should always be free s/h. THAT would make them truly special.

I agree, I think every TS or TSV should have free shipping as part of the package that makes it a great deal. Often the discounted price is very much lacking, free shipping would perk that up

I have heard some HSN hosts say some things that makes me think that the vendors that always have free shipping especially ones on HSN like Lancome, Tweaked, Beekman, Skinn, Nakery, Korres, Dr Nassif, I think these vendors pay for the shipping or at least part of it themselves. I have heard some hosts say a special thanks to these vendors for giving them free shipping, or maybe they take less of a profit.

The vendor very often picks up the shipping cost of a TS/TSV or even for a prolonged period of time.
As others have noted, I have heard both HSN and QVC hosts mention this.
However, I do believe that Qurate controls the actual retail item price being offered to the consumer. The relationship to the vendor is on a wholesale basis.

I don't believe before facing a camera for a presentation that any vendor or host is unaware of the price of an item, or if it has free shipping.
All of these acts of surprise that an item is reduced, that an item has a "bye one save more" deals in place, that something is a Big Deal, or a One Day Only price...all of the expressions that a price is so much of an unexpected sale is, well nothing but pure theater. It's nothing more than a subliminal ploy that you're getting a deal. It's a sales tactic.
