UPS Shipping Question

My post that I just entered on another forum about UPS shipping was just puffed!! I'm wondering why. I asked if anyone else is having trouble with UPS items staying in "billing info received" for at least 5 days. I pay more for UPS so that I know when something will be delivered, but now I am so agitated not seeing any progress on the shipment. I will just use regular mail, but wondering if anyone else is having this problem.
