Question About One-Time Easy Pay

I've read comments from time to time on the board about the Q offering a one-time easy pay for a particular item. Something about it being good for a month or so? I've never received anything about this offer. How does it work? If I saw an item that didn't offer easy pay, would I be able to call and ask for it? Thank you for your help.
