No tracking # why?

Why is it that certain orders, do not have a tracking no.? it's very important for me to track my orders, because UPS never rings my bell, [ I'm always home] because of this, I have them delivered, to my neighbors that own a business, at the same address, I live, to avoid having to go, pick it up myself. I track my packages so that, as soon as I see delivered, I go downstairs and pick it up. Is this something new? meanwhile there's a number to track the item in case I send it back.{#emotions_dlg.confused1}
