Why? She is the one who didn't insure the package and sent it using a label from an entirely different order. If it was that valuable, insure it or take the risk. In this case, she took the risk and lost.

That said, it probably cost Q pennies in the first place so giving her one is negligible. But how is that fair to everyone else? They have to do it every time this is claimed by someone or not at all (without some kind of proof).
