That is a PER state requirement.  QVC doesn't tax shipping, your state does.

I received the promo (and the one in July) and don't have a QCard, so that theory doesn't hold up.

I guess I am a fair to middle buyer, so maybe their goal is to boost those in that category.  Free Shipping definitely makes me a buyer.  Of course they know who buys only during Free Shipping events.  They track every customer's buying habits.

Very frequent high spenders may not need any incentive to spend if they happily buy regardless of shipping cost. 

I think they are targeting infrequent buyers to encourage more.  Pretty savvy target marketing in my view.

@wifey2qt   I got the mailer with the 20% discount and free shipping and I don't have a Q card, never had one. I don't shop regularly with QVC.  With all of the CIJ and Harvest shows I made one purchase. These promotions most likely are selected randomly. 

There is no way that I am going into a buying  frenzy just because I have free shipping for 10 days. This is how people get into trouble with out of control buying. I don't understand giving some free shipping for 10 days. Seems like it would be better to give free shipping to more people maybe one day per month.

@They CallMe MRWILKES  Infrequent buyers may have financial reasons for not purchasing. IMHO, this approach is very risky due to all the backlash. It's discriminatory and causes problems for those who purchase on a daily basis. You don't want them to walk away. Marketing is a tricky business.

Thanks for CLARIFYING.  Since I don't live in all the states I was talking specifically about myself.   If there is no shipping then there will be no tax.  Easy to understand.

I did get the postcard with the free shipping code.

I don't have the Qcard and don't order much, maybe 6 orders a year max.  I would be hugely miffed if I were a power shopper here and didn't get the postcard.

I received a card in June and tried four times tried  to place an order. Never accepted the code. Frustrating.  I have a card for the  August 15th through the 25th for free shipping.

Of late I have done well waiting for free ship days which have been more frequent. I am not holding my breath for it to even work.

@elated     People who are purchasing on a daily basis from QVC most likely have a shopping problem.

They are going to continue to buy whether or not they have free shipping. QVC knows this.
