Actually I am grateful to the Q for instituting the new policy.  It finally allowed me to turn off the spigot and stop trying to make their cheaply made, ill fitting clothing work for me.

I have not bought one thing from them since March 2012.  Fed up and still am with the poor quality after way to many orders of broken items sent to me.  Have not missed a thing except the charge on my credit card and that is a good thing to miss.

I rarely buy from the Q anymore.  Too expensive for shipping & returns.  Not worth it.  I can shop at other retailers and not spend what they charge.  For the most part, I can find the same things at the same or less prices.

I am watching and buying less. Since I work from home I always had QVC on but lately not so much.

One doesn't have to be a chronic returner or impulse buyer to resent paying two way shipping for an item that might simply not have worked out as expected...

No I am buying just as much.  I buy stuff that I cannot get anywhere else.  I find a lot.  THe only thing that I think twice about is buying multiples.  The reduced shipping on the second item made me buy more then one, but now that isn't offered.  I think it should be for Christmas.

Yes, buying less.  Not only is it the change in not getting shipping fee refunded, but the quality at QVC has gone down and the selection of unique merchandise is no longer available.  I also look for the items at other sources where I can get free shipping and easy returns locally or free shipping for returns.
