I've been to and hosted these a lot. Usually, it's a small number, and we base the cookies we exchange on the number coming. When we lived in another state, we had a neighborhood one. Everyone in the neighborhood was invited, and usually there were over 20 people! I'm trying to remember how this worked - and it did work well. I think we made 6 dozen cookies, and packaged 5 dozen - of the 6 - in bags of 6 each to exchange. Then we were allowed to select any other 10 bags to take home. One dozen was for people to eat at the party, but there was usually so much other food. . .! So no matter how many people showed up, you would end up with 10 bags of 6 each. Does this sound right to anyone? I honestly can't remember! 
I tried to start a neighborhood one up where I live now. More than half of the people bought cookies to bring. I know everyone's busy, but it just isn't the same! No one seemed to be that interested after that! I'm glad I am able to go to another one!
