Cook's Essentials 6qt Pressure Cooker won't acchieve 7.5 psi

I have Cook's Essentials 6qt round digital pressure cooker. It's about a year old and I love it. It works great when set to high pressure (15psi), but won't come to pressure when set to medium (7.5 psi). Is it defective or is there something I'm not doing correctly? There's a great recipe for pressure cooking hard-boiled eggs at med. pressure that works fabulously, but the eggs should be cooked at med. pressure. I bought my mom the same pot for Christmas this year and hers seems to work fine at 7.5psi. HELP!
