Another question on the TSV Pressure cooker...

Some pressure cookers don't cook as fast as others. There is a rating and I can't remember what it is called. There are only a few brands that cook at full speed and CE is one of the brands. I own a 4 qt. CE pressure cooker and love it.

Is this brand the same "speed" for lack of a better term?

I would like to have a larger PC occasionally and this seems to be a good price.
