Yes that is Michael O'Connor.  He used to represent Affinity jewelry on the Q and he was really fun to watch!  I have not seen him in a long time.  The last time was actually on HSN where he did some presenting of jewelry a few times along with one of the hosts.

Not too long ago, after O'Connor left Qvc, he had his own line of jewelry on JTV but it was short-lived. If I remember correctly, he was designing pieces for JTV's Bella Luce simulated diamond collection.
