I was expecting a refund from an ebay seller via paypal. He sent the refund in two transactions. The first one came through quickly back to my paypal account and then back to my credit card. The remaining refund says pending for 3-5 business days until Feb 18th. How does that work and what if the payment is not cleared by the seller's check/ debit account? Will I lose my money?

I'm not totally clear on the problem, but you should be contacting Paypal.

Was he waiting for your returned item to get to him? Perhaps he returned half of your payment before he received the return and planned to return the other half when the item showed up. Paypal always sides with the buyer so don't worry. If you have problems after the 18th contact them.

Sounds like since it's pending the seller has no money in their account at the moment. Maybe the seller gets paid on the 18th. The 18th is Tues. if you don't receive your refund by that date I would call PayPal.
