I would try on necklaces I had in both lengths and think with what I will be wearing the necklace that I want it to show.  I know I wouldn't wear 16 at my age, but when I was younger I would wear shorter.  Also anticipate that the name plate may have a shortening effect on the necklace.  I would probably want such a necklace to drape over a t-shirt, and I would go 20."  I would hate for the nameplate to hide behind the collar of what I am wearing.  But everyone has different tastes.

Of course she can center the nameplate.  The clasp and/or extender doesn't have to be at a fixed spot in the back of the neck.

I have several necklace extenders since I wear so many different necklines; highly recommend.

With this kind of extender it shouldn't affect where the center falls for with either the nameplate or the extender. They will both fall on the neck symmetrically.
