Help! Did I receive a USED enhancer?

I just received a Ripka enhancer and it was wrapped in bubble wrap and shipped in a plastic bag that has a large white sticker with numbers on it. There was what feels like a little glue residue or something sticky on the enhancer which I rubbed off. I think this may have been a used item. What do you think?
