Why Do Pillowcases Continue To Be An Issue

I don't understand why manufacturers still only give ONE case with twin and TWO with the other size beds...Who only has one pillow on their bed..not many I would imagine...Why not two with twin and four with the other beds...

I know it would be to sell the extra cases but many times there are NO extra ones to buy..so now we are stuck buying cases that do not match...I have eight pillows on my bed...and I surely don't expect to get that many...but four would be nice...
