Need Advice: Want to get a Bissell Deep Steam Rug Cleaner & Shark

Any feedback or suggestions? I rent and we have tile flooring in most of the villa but the other rooms have carpeting. Its horrible and dirty (the landlord will not replace it) and I've had it professionally cleaned every 6 months for 2 years -- and they never look good.

My friends suggested I buy this rug cleaner and do it every week...does anyone have a rug cleaner and suggestions...
