How to remove paint from paint?

DH bought a motorcycle at an auction. There is a painted number on the tank that looks like whitewash that was put there by the auction people. Obvioiusly its not, since it won't come off. Does anyone know how to remove this thin layer of paint without disturbing the paint on the motorcycle itself?
