I think it can work depending on what is put up there and the room itself.

In this one, I think it looks like an afterthought, or lets put stuff up there.

Maybe the room is somewhat small and the walls too close to the bed. A little claustrophobic!

I have a plate rail in my kitchen. I would definitely do a picture rail in other rooms if I lived in a house with high ceilings.

Since in this case, it's above the line of vision it would be difficult to see anything smaller than a big, bright poster. Items like photographs or small objects would be indistinguishable.

My current home has picture rail in the dining room, and my former house had a shelf (like the one shown in your picture) in our family room. I really liked it. We had a collection of German beer steins displayed on ours.
