This is what we do at our house - we have a tree in the foyer in the area by the stairs. It's where we put gifts we are taking/giving to non-family members. Sometimes I just have empty boxes wrapped up for looks.

 

Before Covid, my husband would do a lot of business entertaining at our home and this is also where we would have guests put the white elephant Christmas exchange items. Then my husband would play Santa and deliver them into the room when it was gift exchange time. We have not had that kind of party for 2 years now. I'm hoping he will retire and we won't do so much entertaining. But my husband is way more out-going than myself, sigh, so we will probably entertain again, when things return to "normal" - whatever that looks like.

LOL ... I just owned up to doing that w/ the foyer tree ... sometimes wrapping up empty boxes to put under the tree. AND I always buy wrap that goes w/ the other wrap I have AND I always buy wrapping paper that goes w/ my tree color scheme.  

 

I actually wrap all the presents in the same wrap for an entire family. EX. for my son, my DIL and their children, I wrap all their presents in the same paper so we can easily figure out which presents goes where. 

 

I know, too controlling. Yep.

I would take down the wreath; let the tree stand alone; set a few of the gifts on the bench. Would love the tree if it were done in red! The banister garland is too big imho. I have a similar foyer shape, but smaller, so the garland, tree, and wreath seem to crowd the space.

I also use the same paper for each family. I try and stack the gifts going to the same place on too of each other from biggest to smallest and then tie them together with a big red or green tulle now. I buy my paper at Hobby Lobby every two or three years....the rolls are so big they last that long...and I always do red and green patterns. 
I would never wrap empty boxes....I don't even like wrapping things that are gifts...no way am I wasting my time on empty boxes!

The garland up the stairs is missing something---LOL the comment about "Christmas in the Foyer"...good observation...
