I bought a furry white tree skirt with silver snowflakes on it for my tiny 24" tree from AMZ.  when I had a big tree, I made a reversible tree shirt --but you could use a throw or a sheet or even a table cloth

Just remembered another option - Dollar Tree also has satin pillowcases for $1.50 (various colors/prints)

Hobby Lobby carries Christmas material , just a yard or so and wrap it around your tree. That is what I have on my trees and they all look great .  I do have a Christmas rug under my trees as a base , the tree and then the Christmas cloth wrapped around my tree. It need not be fancy .

I have 2 and 3 foot trees and have always just wrapped cotton batting around the bottom.  But some of these suggestions sound really fun.....thanks everyone!

"Small" is too general of a term for us to know exactly what we're answering.

You could use a printed napkin, a printed kitchen towel, a small tablecloth, an intentional tree skirt in the appropriate size, a piece of fabric cut from a bolt at the fabric store, a white fluffy crib blanket or similar material appropriate cut to size, burlap...
