I suppose the first determination is if the garden party is in the daytime or the evening.
Hopefully the weather is Summer warm or close to that. I have been to a few outside events that became very chilly as soon as the sun set, and heavy sweaters or jackets were required, or people wanted to move inside as soon as possible. So, don't forget to bring a cover-up if the party is coming up soon.
If in the evening, one can expand the choices to outfits with a bit of sparkle.
You say "formal," but most garden parties are semi-formal, as formal usually requires long gowns. If semi-formal, then the dress should probably be knee length or midi, unless one is younger, and can really "rock" a mini skirt.
If budget is not an issue, there are many, many great choices on the market. Lovely and special dresses can be found at Neiman Marcus and Bloomingdales as well as the stores you mentioned, plus from online boutiques.
I like the dress you selected, but I, personally, usually wear something a little more flashy. I would definitely add a pearl necklace and earrings to your dress.
I enjoy the designs of MacDuggal, but I do not own any, because I find most of the dresses quite heavy, and IMO, a tad overpriced. I think Adrianna Papell is more reasonably priced, and just as pretty. Eliza J is also a nice upscale brand.
If you are looking to be more budget conscious, Calvin Klein often has nice designs at sale prices. You could also check out Boscov's--they have oodles of day dresses for under $50.00.
Also, I am not sure what your exact style or comfort level of standing out or blending in may be, and if you like bare arms, or sheath style, or flounces, etc.
