Using "Specific Garment Measurements"---help, please

Dear Lovely Ladies of Fashion,

So many of you post that you check a garment's specific garment measurements, and I'd love to take you up on your advice. The problem is that I don't understand the info in the charts and so don't know what to do! How does someone use all these numbers? Thanks in advance!
