I don't know what it is but I can "tell" if a legging is too short and needs a high boot or is great with flats. The one look I don't like is leggings with booties; reminds me of an elf or a minstrel from the Middle Ages.
Flats that have laces going around your ankles work with a too short legging because the shoe is shown off. Wearing TIGHT leggings (usually mine are not tight but have a "pencil" or "very straight and narrow leg" is usually worn with riding boots only or sneakers (because I'm going for a run and those compression tights with a long sweatshirt are perfect for that).
I guess what I'm saying is it depends on so many factors. Velvet, to me, is dressy, so a silk poet shirt and suede flats would be the ONLY way I'd wear them.
