Question about navy

I have never worn much navy, but I just bought a really cute Tommy Hilfiger jersey skirt that is navy with tiny white polka dots. I think I can easily wear this skirt through the fall, but I'm not sure what the "rules" are about matching navys. Do navy tights and shoes have to match a navy skirt exactly? Or can the look be tonal? As I said, I haven't done much navy so I don't feel comfortable venturing out on my own without some input from you wonderful ladies.
