Question about Susan G. outfit

I'm looking at the blue or coral in this outfit for a summer wedding, but I'm confused about the measurements. In a small, the hip is 44", pretty big for a small. But the top in a small is 39", which does not seem proprotionate to a 44" hip. Am I reading the measurements properly on that wacky chart?

Also, could the skirt be shortened if needed? I'm 5'4" but look dumpy in certain skirt lengths so might have to take up a couple inches if possible.
