Question about Defects

Does the Q dictate which specific manufacturer Louis must use to produce his garments - or do they just specify the price they will pay for them?

If it's the latter, then I don't see how the defects are the fault of the Q - because if he truly can't find a manufacturer who can produce his quality at their price then it's really his choice to go with the defective products in order to make the sale - not theirs.

Now if he has no choice about manufacturers, but must use ones the Q dictates, then I can see how they are the problem.
