Question - Linea Navy Georgette Skirt - Help ladies!

I just received this skirt today. I have a question about the waist, as this is my first Linea skirt of this type. I do have one boho, as well as the cream colored skirt with the black lines from a previous season. Both of those skirts have a regular elastic waist. The georgette skirt I received today has a waist that is like a tube top, and goes all the way up my torso, almost like shape wear.

It is quite unusual, and I don't know that I like it. Is this how the waist is supposed to be on this skirt?
