And the new FREESHIP85 code good through 8/9 doesn't work with clearance items, just tried to use it and not covered.

It is just renaming of a clearance category.  It's marketing. People will see the word outlet and be drawn in to look.  A lot of us are familiar with QVC fashion inventory from frequent looking/searching and are aware of pricing of a lot of items.  Only thing that's changed, IMO, is the name.
