Petite Clothing

Which designers, if any make both tops and bottoms for petite women? I'm 4'11" and although the rise in many of the pants/bottoms are ok, it is virtually IMPOSSIBLE to find jackets, sweaters and tops to coordinating outfits that are cut to fit petite women. Matching jackets have to be taken apart to alter them so they fit the body correctly and the prices end up being more than the item itself! Do any designers realize they are leaving out thousands of women like me?
