Walmart has a very inexpensive cotton bra that I find to be very comfortable. It is not pretty at all (I don't like the seam on it), but it holds everything in place just fine for me. I like it most of all because it breathes very well, which might be good for you if your "girls" aren't moving around very much during the day while you are sitting in the wheelchair.
The best part is the price...you aren't out that much if it doesn't work well. I originally got it to sleep in, but I wear mine a lot around the house. I know this doesn't answer your question, but only a proper bra fitting will do that. And trying on many styles. Just letting you know about this one in case you are interested.

As there is really no standardization in bra sizing and construction, there really is no "one" measurement that will work across all styles and brands. Heck, as expensive as Wacoal bras are (they really are best for my large bust) I was really ticked off to find that even with them, with the exact same bra style number the cream color bra that I tried on and fit perfectly fit differently than the coffee color of that exact same bra which I DIDN'T try on. That shouldn't happen IMHO, but it does.
I've learned my lesson, try on every single one before I buy.
