I agree. I ordered 16 articles of clothing from Macy's about a month ago. A couple would come from Atlanta, GA. Three would come from Houston, TX, etc. I also didn't receive my entire order in one package; a day here and a day there.
They are getting stock from inside of stores and mailing them out. However, all my items appeared brand spanking new and I was pleased.
In your case with the perfume smell, I would return immediately.

Because I have a small foot, I've frequently purchased the floor sample as they usually display the smallest shoe in that style in stock.

I have discovered that if you phone in your order, they can tell you if it's coming from a warehouse or a store. My experience with orders filled from stores has been mixed. The problem is that if you make a return, shipping charges on the original order will not be refunded, unless damage to the item is obvious. Macy's seems to think this new system is genius, but I don't like it. You can choose free shipping to a store in some instances and pick items up at a store.Needless to say, they are going back!,,

That's what I would do. Or tumble them in the dryer with the dryer sheets for a short time. As long as they look new.

UPDATE and clarification:
Because of the way the price tag on each was torn, I'm pretty sure they were returns. In addition, all three were stuffed in a plain plastic bag, along with a pair of pants that I am keeping (they *seem to be* new and are fragrance-free). The plastic bag was then stuffed into a Macy's bag. Finally, there was a cash register-type receipt in the bag, rather than a shipper, so I know they came from a store. I had mixed feelings about Macy's new policy even before this happened.
I returned the lot of them to the store yesterday. The sales associate did not ask why they were being returned; she merely refunded my credit card. To be fair, the mall and that store were a zoo, and the "floor" was a mess. I picked up a doorbuster jacket and called it a day.
