It may be a fad or novelty, but I doubt it will ever become a trend.

Designers try to push those every once in a while...(the first time I recall was when I was in grade school).
They never seem to catch on. I can't even imagine trying to press a hem like that.

They look like dresses for a doll or definnitely a very young girl. Not a style for me.

Many many years ago I had a pink silk skirt with a bubble hem. I liked it at the time. A few years back the Q offered a longer dress with that hemline and admit I was tempted, but passed.
