I think I need some sort of up lifteven thought I wear underwire, I am not filling the entire cup. I want to keep this thread clean

if you're not filling the cup all the way, you need a smaller cup size. 

over the years, my weight has gone up and down quite a bit. when i'm down, this is one of the first places i lose it.

I'd start with getting a professional bra fitting. It's been said that many women are wearing the wrong size bra.

They make gel bra inserts for 'lift', which in your case should help you fill in the cup.

 

I call 'em 'jack-em-ups', but a search for 'gel bra inserts' should work.

 

I know I see them in stores.

You never know how strong you are until being strong is the only choice you have.

ah, yes.  i've actually been in that boat before.  You can't find a A cup in a larger band size.  

Manufacturers believe that only teens wear that size. 

I switched to a "push up" bra at that time.  Many of them are not a "extreme" push up. actually just gave the appearance of a little cleavage.

There used to be a great store around the corner and it closed, the "fitters' at Lord and Taylor are useless, they put me in like a 38C which does not nearly fit

Try Soma.  I've had bra fitting there (in 2 different states) and they have been very nice.
