laptop won't shut down

I have a Gateway laptop running Windows7. Starting yesterday, I can't get it to shut down normally. It goes to the logging off screen, then the shutting down screen, but it won't actually shut down. The little circle just goes around and around and nothing happens.

Any suggestions?
