ipad question

Hello, I just purchase the ipad. I am having trouble with app game center. It is on my itouch but it would not transfer over to the ipad. I called the store where purchase and was told that I had to download the app because it was preload on the itouch. If this is true where do I find the app for the game center on the apple website. Thank you.
