Windows Outlook Express Mail

I bought a new computer last November. It has Windows7 and doesn't have Outlook Express for email. I have been using Windows Mail for my email. This has been ok until today when I wanted to contact someone selling an item on Craigslist and couldn't. I guess it's because I use web based email instead of having a seperate email program like Outlook Express. Is this correct? Is there something I can do so I can contact people on Craigslist about items that they are selling? TIA
