Taskbar Locked

Opened my computer tonight and my taskbar is locked. My icons have formed a top and bottom row instead of being on one row on the bottom. I tried to move them but they won't drag. It isn't locked.

At first I had a margin about 2" high. Got that down to about an 1". Tried moving it down but I think the icons are in the way. Cannot figure out how to correct it.

I did put some pictures in today but doubt that has anything to do with it. Any suggestions.
