Tablet question

I have a wireless network at home so I know wifi is good enough for here. If I got a tablet, and wanted to use it anytime, anywhere, I need opinions about who the best carrier is.

I'd want the best service for the least cost. I think I remember reading here that you can turn that feature on and off depending on your need at the moment.
